About the Role

The Compliance Officer will oversee all aspects of Base’s regulatory and business operations compliance, with primary responsibility for filings before the Public Utility Commission of Texas (PUCT), compliance with the Texas Administrative Code (TAC) as it applies to Retail Electric Providers, and other corporate compliance matters. This role ensures that Base remains in full compliance with all regulatory requirements while enabling the company’s rapid growth and innovation. As Base expands beyond Texas, the Compliance Officer will play a central role in developing and implementing compliance frameworks in new states.

What You’ll Do

  • Regulatory Compliance Management

    • Serve as the point of contact for all administrative compliance matters with the PUCT, including annual reports, amendments, consumer complaint responses, and filings related to REP obligations.

    • Ensure compliance with all applicable sections of the Texas Administrative Code and related regulatory requirements.

    • Track regulatory changes and advise leadership on operational impacts.

  • Operational Oversight

    • Develop and maintain internal compliance procedures to ensure Base’s business practices align with state requirements.

    • Provide guidance to internal teams (e.g., marketing, sales, operations) on compliance considerations for customer communications, advertising, and program participation.

    • Maintain organized compliance records and audit trails for regulatory filings.

    • Evaluate existing internal practices and draft new policies and procedures as necessary to ensure compliance with financial, human resources, legal, insurance, and other external requirements

  • Expansion Readiness

    • Anticipate and prepare for compliance obligations in new state markets as Base expands.

    • Build scalable processes to ensure smooth compliance transitions into additional jurisdictions.

    • Investigate, evaluate, and implement policies for compliance with federal energy regulatory matters.

What You’ll Bring

  • Minimum of 3 years of experience in regulatory compliance, energy law, or utility filings.

  • Familiarity with the Texas Administrative Code, PUCT regulatory environment, and Retail Electric Provider obligations preferred.

  • Strong organizational, detail-oriented, and process management skills.

  • Excellent written and verbal communication skills.

  • Legal background or JD preferred, but not required.
