About the Role:

The Manager of Fitness-for-Duty (FFD) and Access Authorization Management (AAM) will be responsible for the development, implementation, and oversight of the site’s FFD and AAM programs in alignment with Nuclear Regulatory Commission (NRC) regulations, industry standards, and company policies. This individual will ensure that all site personnel meet established trustworthiness, reliability, and fitness standards necessary to maintain safe, secure, and compliant operations during nuclear construction.

Responsibilities:

  • Program Leadership:
    • Develop, implement, and manage the site’s Fitness-for-Duty and Access Authorization Management programs.
    • Ensure compliance with NRC regulations (10 CFR Part 26 and 10 CFR Part 73) and other applicable federal and state requirements.
  • Access Authorization Management:
    • Partner with Talent Acquisition on background investigations, employment history checks, psychological assessments, and drug/alcohol testing to ensure individuals are qualified for unescorted access.
    • Manage processes for granting, denying, and revoking access authorizations.
    • Maintain accurate records and ensure timely reporting of access authorization actions.
  • Fitness-for-Duty Oversight:
    • Administer drug and alcohol testing programs (pre-access, random, for cause, follow-up, and post-incident).
    • Coordinate evaluations related to fatigue management, behavioral observation, and medical/psychological fitness.
    • Partner with Human Resources on case management for individuals requiring follow-up or accommodations.
  • Compliance & Reporting:
    • Ensure the site is inspection-ready at all times by maintaining thorough documentation and effective internal controls.
    • Prepare reports and present program status, trends, and compliance metrics to site leadership and regulatory authorities.
    • Investigate and resolve non-compliance issues or program deficiencies.
  • Stakeholder Engagement:
    • Work closely with Security, HR, and Legal, to ensure alignment of FFD and AAM requirements with workforce management.
    • Provide guidance and training to supervisors and employees on program requirements and behavioral observation responsibilities.

Experience:

  • Bachelor’s degree in Human Resources, Security, Criminal Justice, or related field (or equivalent experience).
  • 7+ years of relevant experience in nuclear security, HR compliance, or regulatory program management.
  • Demonstrated knowledge of NRC requirements (10 CFR Part 26 and Part 73).
  • Strong leadership, problem-solving, and communication skills.
  • Ability to manage sensitive information with discretion and integrity.
  • Prior experience managing Fitness-for-Duty or Access Authorization programs in a nuclear construction or operating facility is highly valued.
  • Certification in nuclear security, compliance, or HR-related discipline is highly valued.
  • Experience managing vendor/contractor compliance programs on large industrial or energy projects is highly valued.

Estimated Starting Salary Range:

The estimated starting salary range for this role is $118,000 - $140,000 annually less applicable withholdings and deductions, paid on a semi-monthly basis. The actual salary offered may vary based on relevant factors as determined in the Company’s discretion, which may include experience, qualifications, tenure, skill set, availability of qualified candidates, geographic location, certifications held, and other criteria deemed pertinent to the particular role.
