About Solugen:

Mission

Solugen’s mission is to decarbonize chemical manufacturing while onshoring critical dual-use supply chains. These supply chains leverage Solugen’s proprietary chemienzymatic manufacturing platform to rapidly enable CONUS production at low cost.

The mission of this role is to strengthen Solugen’s ability to secure federal funding and contracts by managing the day-to-day processes of grant writing, proposal submission, compliance, and government customer success. This individual will bring a long track record of winning government funding and apply that expertise to ensure Solugen executes flawlessly on funding opportunities and builds lasting trust with government partners.

This role sits within the External Affairs team and provides critical support to ensure Solugen’s capture efforts are disciplined, efficient, and successful.

Key Outcomes

1. Submit >$50M in compliant, competitive federal proposals within 6 months.

2. Support awards totaling at least $20M in new government funding/contracts within 12 months.

3. Maintain a structured proposal CRM with 100% on-time submission rate and documented win/loss learnings.

4. Optimize proposal workflows to reduce FTE-hours by 2x within the first year.

5. Deliver post-award administrative and compliance support that earns strong, unsolicited praise from program managers and primes.

Key Responsibilities Include:

1. Draft, edit, and manage government proposals, grants, and contracts to ensure quality, compliance, and timeliness.

2. Build and maintain proposal libraries, trackers, and workflows that improve efficiency and repeatability.

3. Manage post-award reporting, compliance, and government customer success deliverables.

4. Coordinate closely with technical teams to gather inputs, scope deliverables, and ensure proposals align with Solugen’s capabilities.

5. Support External Affairs leadership in managing relationships with program managers, contracting officers, and primes.

6. Track performance metrics (win/loss rates, proposal timelines, client feedback) and report learnings to leadership.

7. Represent Solugen at industry days and relevant events as needed to support proposal preparation.

Key Competencies

Job Specific

1. Demonstrated history of winning significant federal awards ($50M+ cumulative).

2. Strong writing, editing, and organizational skills with the ability to produce clear, compliant proposals.

3. Deep familiarity with government funding mechanisms (FAR/DFARS, SBIR/STTR, OTAs, cooperative agreements).

4. Detail-oriented, deadline-driven, and highly reliable in managing multiple simultaneous submissions.

5. Capable of building strong, trust-based relationships with government clients and representing the company in public forums.

Qualifications

1. Experience: 5-7+ years in federal grants/contracts, proposal management, or government capture. Proven record of securing $50M+ in cumulative funding.

2. Education: Bachelor’s degree required; advanced degree preferred. Background in public policy, business, or technical fields relevant to Solugen’s mission.

3. Preferred Knowledge: Familiarity with DoD/DOE funding streams, defense industrial base programs, and government contracting culture.

4. Location: Remote considered, but strong preference for Washington, D.C.-area. Regular travel expected.

5. Mission Commitment: Demonstrated passion for national security, domestic manufacturing, and supporting U.S. defense and public sector priorities.
